Domain 01 · Air & Water

Bad air and unsafe water are the two oldest exposures in the polycrisis.

Both are infrastructure failures before they are environmental ones. Both are solvable with known technology. And both remain concentrated on the same households the heat and poverty pages describe — which is why they cannot be read alone.

The air burden

Air pollution is the exposure rich and poor countries both breathe — and only one end inhales the dose

Ambient fine particulate matter, PM2.5, is the single largest environmental killer on the planet. The WHO guideline is 5 micrograms per cubic meter as an annual mean. In 2021, 99 percent of humanity lived above that line.

The dose, not the guideline breach, is what varies. A resident of Delhi or Dhaka inhales an annual mean several times the WHO line, year after year. A resident of a high-income city inhales a small fraction of that dose. The health response is roughly linear: more particulate mass, more cardiovascular and respiratory death, more lost working days, more developmental harm to children.

Two forces pull the global curve in opposite directions. Urbanization, coal and biomass combustion, and vehicle growth push exposure up. Emission standards, fuel switching, and electrification push it down. East Asia shows the second force working at scale — China's urban PM2.5 fell sharply after 2013 once monitoring, standards, and enforcement aligned. South Asia has not yet bent its curve the same way.

Air pollution is not a development stage. It is a policy outcome. The regions that cut it fastest are not the richest — they are the ones that made clean air a measured, enforced target.

The water burden

Unsafe water is the oldest exposure in the atlas — and the most tractable

In 2000, 26 percent of humanity lacked safe drinking water. By 2025 the share fell to 22 percent. That is real progress and nowhere near enough: the 2030 target is universal access, and the current pace reaches it late by decades.

The burden concentrates in sub-Saharan Africa, where roughly half the population still lacks safely managed drinking water, and in rural South Asia. The fix is known — protected groundwater, piped networks, chlorination, and sanitation that stops open defecation from recontaminating the supply. The constraint is not technology. It is finance, maintenance, and the last-mile reach into unserved settlements.

Water is also where the polycrisis loops back on itself. Drought and heat raise water demand and shrink supply. Floods wash pathogens into wells. When a household's water fails during a heat wave, the heat wave becomes a health emergency. The water burden is therefore not a static baseline — it is a channel through which climate stress reaches the body.

One pathway

Household air and unsafe water share a single root: energy and infrastructure poverty

The stove and the latrine are the same problem in two rooms. A household cooking with wood or dung fills its kitchen with smoke; a household without sanitation contaminates the water it drinks. Both exposures trace to the same missing infrastructure — clean cooking energy, safe water, and a toilet that works.

That is why the two burdens fall together. In sub-Saharan Africa, the household burning biomass for cooking is usually the household drinking from an unimproved source. Fixing one without the other saves half a life. Fixing both — as integrated clean-energy and WASH programs do — breaks the cycle at both ends.

The mortality account makes the same point. Air pollution deaths have stayed stubbornly near 6 to 7 million a year since 2000 because household smoke declined while ambient pollution from cities and industry rose. Water deaths fell as sanitation scaled. The next decade's gains depend on pushing both curves down in the same districts, not trading one against the other.

Measure and enforce

East Asia's air turnaround began with monitors that published real data and standards that carried penalties. Exposure falls where measurement becomes political fact.

Finance the last mile

Safe water stalls at the final connection into unserved settlements. Blended finance for rural networks and maintenance funds closes the gap faster than any new technology.

Clean cooking at scale

Electric and gas cooking cut household PM2.5, cut emissions, and free women's time. Subsidized fuel and appliance finance are the binding constraints, not stove design.
